As part of the firm's Midwest Commercial Litigation Team, Devan advises clients on regulatory requirements for construction and operation of energy generation and transmission infrastructure, including compliance for projects certificated by the Ohio Power Siting Board (OPSB). She also counsels developers on zoning issues and on seeking conditional use or other discretionary permits.

Drawing on her considerable track record securing OPSB approvals for major utility facilities, she provides strategic insight to clients developing energy projects in PJM Interconnection territory. Devan also practices before state and federal courts, local zoning boards, the Federal Energy Regulatory Commission, and the Public Utilities Commission of Ohio, giving her a broad range of experience in energy and environmental-related legal matters. 

Additionally, Devan practices antitrust law. Her internship with the Antitrust and Public Protection Division of the Vermont Attorney General’s Office as a Janet D. Steiger Fellow during law school cemented her desire to represent private-practice clients in these high-stakes matters. Since then, she has counseled companies on antitrust compliance and litigated cases involving allegations of predatory pricing, conspiracy, and other anticompetitive conduct in violation of federal and state antitrust laws. Notably, Devan was also part of a trial team that successfully defended price-fixing claims in a six-week, federal jury trial.
